Expectations from the G20 and Global Economic Governance

In 2021 Italy will take over the G20 presidency followed by Indonesia in 2022 and India in 2023. Together with the Indian think tank Observer Research Foundation (ORF) we would like to know about your expectations for the G20 in general and for the 2022 presidency of India.

1. Have the institutions of global economic governance (e.g. IMF, FSB, WHO, FATF) failed us?

Yes, the institutions can neither foresee nor address global issues effectively. No, without their experience and expertise world would have been in a deeper crisis.

2. Which approach to global economic governance is most effective?

Multilateral (e.g. formal institutions such as UN, WTO, WHO) Minilateral (e.g. informal groupings such as G20, BRICS) Trilateral (e.g. Japan, Australia, India) Bilateral (e.g. US-Saudi Arabia)

3. Is G20 a talk shop?

Yes, it is only summitry with no real output or impact on global policy-making. No, it provides directional guidance on economic governance to institutions and policy-makers globally.

4. How should G20 make itself more effective?

By reverting to its original mandate of focusing only global economic issues and ensuring global financial stability. By continuing to expand its focus on new issues such as digital, infrastructure, health – all of which impact the global economy indirectly.

5. Who has the most influence at the G20?

Advanced economies of the West (e.g. US, Europe) Emerging economies and middle powers of the G20 (e.g. India, Australia, Korea) G2 (US and China) G3 (US, Europe, and China)

6. Should geopolitical issues be discussed at the G20 (via Foreign Affairs Ministerial)?

Yes, because geopolitics impacts global economic governance. No, because G20 should keep its focus purely on global economic and financial systemic issues.
